Its important to note you have to wing flap on the dive to get the speed boost so you probably want to start the dive at close to full stamina so you aren't waiting for the ability to flap while diving and loosing altitude. Unfortunately it seems like about 30% of the time I try to do this stuff my griffon decides

All Mastery after you have become level 80 will be account wide, so you can change character and have another part of story active (that way you can have several active story open which give access to different maps and mastery).If you have friend that you can teleport or at least get access to get into that map, then there is some vendors that are selling Portal Scrolls and Tomes.
The only thing mobility-related that would change if we introduced mounts in the manner which I am suggesting is that the classes with less mobility would effectively have perma swiftness whilst traveling from point a to point b. Mesmers and thieves would still have their teleports in addition to swiftness/mounts.
